V: Tuvok ( *Contains Spoiler* "Year of Hell Part I [VGR]")

As you may know, Tuvok was blinded in " The Year of Hell Part I," due to
an explosion. Wouldn't he have only temporary blindness?  I mean,
wouldn't his inner eyelid provide some extended protection of the eyes? I
believe that a human may be permanently blinded, but would a Vulcan?
